Banners, interstitials and popovers started appearing all over the web when the EU cookie directive came into force. Banner blindness already existed and users simply click through. Firstly, we shouldn't be asking websites to handle the cookie consent. Even when an organisation tries to be honest half the time they can't implement it properly - myself included. We shouldn't be trusting the 1000 sites we visit to handle our privacy we should be asking just 1 entity, our browser to do it.

Handling cookies in the browser in step one simply means to set defaults when you setup the browser. Do you mind being tracked, do you not wanted to be tracked doing certain things etc. Granted it's not possible to tell the difference between different types of cookies. But I believe that's a question of policing that the regulators should stand up and pay for with our tax money. After all it is us who demand our privacy protected while searching for cat memes. The technology needs to adapt or change entirely to support this but the technology part isn't the hard bit its the political agreements on what should make up the next gen of cookies. I hear google are working on something called a privacy sandbox but we'll see.
